Description:
The Illinois Children's Healthcare Foundation (ILCHF) is launching a multi-year Children's Mental Health Initiative: Building Systems of Care, Community by Community (CMHI). ILCHF has selected several communities throughout the State of Illinois in which it will invest the resources needed to build and/or enhance the community's children's mental health system of care. Pillars and Family Service and Mental Health Center of Cicero are seeking to build a system of care in the communities of Berwyn and Cicero, Illinois. Beginning in June 2010, in partnership with a community team of service providers, community members, funders, and other stakeholders, we will perform a year-long comprehensive assessment that includes the development of a formal strategic plan and sustainable, financial model for our system of care. If we are successful in developing a sustainable plan, we will receive additional funding to implement the community-based system of care over the course of a three year period. This initiative is funded annually and all positions are contingent upon the annual renewal of the grant. Pillars cannot guarantee any employment opportunities beyond the period of grant funding.  
 
In collaboration with the ILCHF and Community Team, The Children's Mental Health System of Care Project Director will oversee the design and implementation of a mental health system of care for the children of Berwyn and Cicero that will increase system capacity, particularly for prevention and early intervention; enhance service collaboration and coordination; assure cultural competency; and reduce the stigma of mental illness. The Project Director will manage all aspects of the System of Care from the planning phase to implementation. The Director will collaborate with the Illinois Children's Healthcare Foundation; other CMHI grantee partners; consultants, and Community Team members including members of the Cicero Youth Task Force. This position requires the capacity for attention to detail, and the capacity to work independently, completing assignments within designated timeframes. 
 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Direct all activities of the Children's Mental Health Initiative –Building Systems of Care, Community by Community grant (CMHI) from planning to implementation. 
  • Identify implementation problems and opportunities. 
  • Attend all required ILCHF CMHI grantee meetings (including Learning Communities, Leadership Institute, and Evaluation meetings) and oversee Community Team presentations to ILCHF 
  • Attend and help facilitate monthly System of Care Community Team Governance Council Meetings, including developing team meeting agendas that target the right issues, arranging meeting times and locations, and keeping and distributing minutes.
  • Attend monthly Cicero Youth Task Force Meetings to provide regular updates on ILCHF CMHI.
  • Coordinate training and technical assistance efforts with ILCHF consultants.
  • Recruit appropriate individuals and groups to attend various meetings and training events.
  • Outreach to the community to build and maintain strong relationships with youth, residents, businesses, service providers, and community groups.
  • Coordinate data collection for both the project evaluation as well as the cross-site evaluation.
  • Ensure collaboration between the Community Team members and the research partners.
  • Represent the Community Team to the ILCHF Board of Directors, its staff, and consultants.
  • Report to and meet regularly with Pillars' Associate Vice President for Child and Adolescent Services and Family Service and Mental Health Center of Cicero's Program Director
  • Supervise part-time Administrative Assistant and assign tasks relevant to the job.
  • Other duties as assigned.

Requirements:
DESIRED QUALIFICATIONS:
§         Masters or Doctorate in social work, public health, counseling or psychology; Licensed at the independent practice level in Illinois.
§         Experience with project coordination
§         Experience working with at-risk children, youth and communities
§         Excellent communication skills; speaking, writing
§         Supervisory experience
§         Bilingual (English/Spanish)
§         Knowledge of or experience in working in the communities of Cicero and Berwyn

Language Skills: Bilingual (English/Spanish) 
Computer Literacy: Must be have Windows mastery; excel, word, outlook
Mathematical Skills: Must have math skills up to 12th grade level
Operating Environment and Working Relationships: Communicates regularly with clients, community-based organizations, local and private civic institutions and other community members. Cooperates with other staff, internal developments or community organizations as needed.
Decision Making Authority: Meets once a week or as necessary with supervisor and with other staff to discuss program issues. Reports to the Illinois Children's Healthcare Foundation and its consultants, Community Team members, and Cicero Youth Task Force during regularly scheduled meetings.
People Management: Manages work of the Administrative Assistant, works cooperatively with Pillars, Family Service of Cicero and members of the Community Team
